1.) Remember the CITIZEN - Not just the VOTER!

 

A. What does the County Commissioner do for me? Go Find Your Citizens!
Go and ask your citizens what they think and what they want. You have to go and get
views from everybody. Even those who don't share the same as yours. That is a
Commissioners job. To represent the citizens. How can you do that if you don't know
what they want. Find the people and you will find their opinions! Then you fulfill your
duty and report those opinions to the Commissioners Court on which you serve. The
citizens have a voice and a message. Stop, Look , Listen and Act.
The Elected
Commissioner's Primary Purpose Is To Bring Forward The Voice Of The People He
Represents!

 

B. How should the County Commissioner do this? The County Commissioner
works for the people. In doing that you also have to get the people to work for you. You
have to work hard to
get the citizens involved. You have to work harder to keep the
citizens involved. When you go to their front doors and ask for their vote that is only the
first of many visits. Then you have to go back and ask for their opinion. Ask for their help
in solving the counties problems. Ask them to speak to the people they know. Ask them
to attend the Commissioners meetings and speak their opinion. It's academic - How do
you know what the people need or what if you don't ask them? Here in lies the problem
with our current process.

C. How will this improve our system? Once this two way form of
communication is established all information and concerns can be actively relayed back
and forth between the elected Commissioner and the people he represents. This is a very
personal way of conducting business. Bringing the citizens back into the equation is
absolutely necessary. They should have an active role in the decisions made that effect
them. This same process will also work when you need something from them.

 

When it becomes necessary to do something the citizens may not want this affords the Commissioner the direct opportunity to involve them in the decision making process once again. The Commissioner can go and sell his position or make his case for what he thinks should be done and why. Here again you are involving the citizen with decisions that will ultimately affect them. If ever the citizens go uninformed or without a clear and concise understanding of what the county is doing their Commissioner has not done his job. Now here again lies another problem with our current process. The Citizen Makes The Final Decision! - The Elected Commissioner Must Vote Accordingly!

 

 

 

 

MONEY

 

2.) Who's Money Is It, How Did You Get And Where Did It Go?

 

A.) Who's Money Is It? Almost every dollar that the county has at it's disposal has been generated by the citizens in some form or another. Never forget or fail to mention that the very people who have provided the money have a say in how it is spent. The County Commissioner has a responsibility to present every possible option anytime money or resources have to be spent. The Commissioner has an obligation to make every effort to guarantee that the citizens he or she represents know full well the facts and circumstances related to the dilemma at hand. The citizens are not unlike any other consumers. They require and deserve to know every option that is available and the authority to make the final decision. Citizen Money Should Be Spent By The Citizens -For The Citizens

B.)  How Did You Get? Among their many other duties the County Commissioners are responsible for making an evaluation of what the county needs and how it intends to pay for it. By receiving updates and status reports from the department heads throughout the county they formulate a list of necessities , manpower and equipment that the county and it's various divisions will need for the upcoming years. Once a dollar amount has been found , the county administration relies on the citizens to provide it. That money comes in the way of taxes , property value and additional funds it may generate from other sources. Example: An increase in the hotel tax to fund special projects. Bottom line. ..The County Commissioners write the checks and the citizens make the deposits. Along this same analogy.. .Any account has a maximum that can be withdrawn or spent based on the available funds within that account. At present our County Commissioners have no limit as to what they can spend or use from the county funds and resources. Any amount of citizen money can be spent WITHOUT a vote of approval. This is a recipe for disaster. There should always be a cap or a maximum on what can be spent without citizen approval. If You Fear A Citizen Vote. Then It's Probably Something You Shouldn't Do Anyway.

 C.) Where Did It Go? A new Courthouse. A new Jail. A new Sheriffs Office. Countless renovations to the Expo Center. Oh Yea, and the multiple thousand dollar raises the elected county administration received just this year. The Jail / Courthouse issue needed to be addressed , however , the way the Commissioners handled it could not have been any worse. Ever changing dollar amounts , two failed elections , and in the end they did it anyway. What else is there to say? Any time the county needs something that will be funded by the citizens the Commissioners have a duty to educate and inform those very citizens before one dollar is spent. It is their duty to sell whatever project is needed. When you fail to do that, failed elections and no - votes will be the result every time. Take notice of what is not on the list of recent purchases. Higher paid county police. Higher paid county employees period. New and advanced equipment for the deputies and county police. Additional money to aggressively fight local child abuse and family violence. Senior citizen centers and programs. It almost seems like if the current Commissioners do not think it important then it isn't. I believe it to be very clear the direction the Citizens desire to go but the Commissioners are headed the opposite way. I base this opinion on the lasting disapproval and unhappiness the citizens have with the current administration. When You Raise The Citizen's Cost Of Living You Had Better Have Something To Show For It.

 

 

 

IMPROVEMENTS TO BE MADE

 

 

  •         Accountability! As your elected Commissioner I will have no other job. This is a full time paid position which requires a full time effort. Anything less than that is stealing. Being paid and on the clock means you should be at work. I will open and have in full operation a full time office where I can be seen , reached and met with during the entire week. I will publish all addresses and contact numbers where I can be reached during the weekends and holidays. I will be active in the neighborhood crime watch programs. I will be active with the local law enforcement to guarantee they receive all necessary resources to better our neighborhoods and communities. I will hold accountable our Sheriff and demand from him that he enforce traffic on our roads , triple his efforts to serve the outstanding warrants , aggressively fight DWI violations and raise the quality of pay and equipment for his Deputies and Jail Staff. As your Commissioner I will hold monthly press conferences and information meetings open to all citizens about the counties business and the current topics of discussion. I will assemble citizen review and investigative committees to address our various dilemmas. These committees will be convened with different citizens each time to ensure I always have updated information on what the citizens want or need from their representative. I will be Visible , Approachable , Reachable and Accountable.
  •            Pro-Active! As your elected Commissioner I will aggressively pursue the areas and programs so often left off the county radar. The Senior Citizen Centers and related programs will all be reviewed for possible improvement and assistance from the county level. Emergency Response and Action Plans will be reviewed and updated including practice drills held in conjunction with local emergency services. All previous emergency situations will be reviewed and trained on for improvement. Example: The recent flooding and rain damage responsible for loss of citizen life and property. As your Commissioner I will work with our schools , police / fire , local resources and emergency personnel to increase our preparedness and response status to better control ANY emergency that we might face.
  •         Money - Management! As your elected Commissioner I will call for an immediate cap on how much citizen money can be spent without a citizen vote. I will not call for, vote on or accept any raise or increase in my salary until every county department has received a full salary evaluation and is brought up to competitive wages against neighboring counties. I will fight ALL mandates handed down by our State Legislature. We elected our State Representatives and they will meet our needs not vice versa. Any mandate delivered by the State had better be accompanied by a check to pay for it. As Commissioner I will call for all purchase bids to be filled by In - County vendors. Bell County money should be spent back into Bell County whenever possible. When you buy your cars and trucks from in county dealerships you show your appreciation for those who have made it possible to buy those vehicles in the first place.
  •          Progress - Growth - Success! The people of Bell County are it's most valuable asset. The county administration must invest in it's people not it's buildings. Progress through materials will only go so far before needing to be subsidized by further materials. By investing in the citizens and their life you buy into the unlimited potential of their success. Example: The more money they have in their pockets the more often they will visit the local Wal-mart. I am a young am raising a young family. I have seen the price of milk and gasoline skyrocket in just a few years. I have tried to prosper knowing full well when the taxes go up so will my rent. We can meet and exceed our progress goals by building people not buildings. This county should offer more than any other. We should have the highest paid employees and the best equipment possible. Bell County should offer more for it's Seniors and Youth than any other. Raise taxes when you have too but give the citizens something back for their money. They should see a difference and believe an improvement has been made. That is real progress. It may not be something you can see on paper but it is real just the same. Put your money on the man not the machine.

 

***** Our New Direction***

 

      This is time for change. Looking back into antiquity one would not find a more defined time for change and improvement. We as a nation are facing daily changes to our life and status on the globe. Technology is surpassing itself almost on an hourly basis. We are facing the prospect of more changes than any generation has seen before. The United States Department Of labor reported in January of this year that we as a nation were training people for professions that have not yet been created. Bell County must step up and step forward. The old way of doing business is now antiquated. There is now new business to be done. Business that has not yet been created. Bell County must move with this global improvement or we will always be behind. We must seek out new business and companies looking for a home. Encourage new and breakthrough projects offering Bell County as their foundation point. Improve our equipment and better provide for the personnel that operate it. Maintain the lowest possible cost of living but provide the highest possible form of living. Spend Smart Money - Not Lots Of Money. Recapture the faith and approval of the people and their performance will be unmatched. The only mandates we must follow are the ones we set for ourselves.

Phillip resides at 108 East 13th here in Belton with his wife Kathlene, daughter Madelyn and Mother-In-Law Sondra. Phillip was born on Ft. Hood and is a lifelong resident of Bell County. Phillip is a Police Officer and has been for the last seven years. Phillip holds an Advanced Peace Officer's License and is also a Texas Licensed Mental Health Officer and T.C.O.L.E.S.E. Instructor.
